ARMENIAN LEADER CALLED FOR INTERNATIONALIZING RUSSIAN-AZERBAIJANI ARMS SALE - EXPERTS

With his statement expressing concern over the Russian-Azerbaijani
arms trade, Armenian President Serzh Sargsyan practically called for
internationalizing the problem, says a political analyst.
"[Russian President Vladimir] Putin is due to visit Yerevan soon, so
there was an intention in advance to raise the framework of issues that
are a concern to Armenia," Hrant Melik Shahahzazaryan told Tert.am,
warning of further pressures against Russia in case of a failure to
heed the Armenian authorities' calls.
He cited Azerbaijani media reports saying that the country wishes to
sign a new agreement with Russia in an effort to give a green light
to purchase of weapons, especially aerospace equipment and tanks.
Speaking to Tert.am, an analyst from the Armenian Center for National
and International Studies, Ruben Mehrabyan, said he finds Sargsyan's
statement very cautiously made but target-oriented.
The president's key message,according to him, was not the fact of
the weapons' trade per se but the big concern it has aroused.
"Serzh Sargsyan's statement was very important but in the meantime
belated and, mildly speaking, delivered in a desperate manner,"
he added.
Addressing the repeated tensions along the Armenian-Azerbaijani border
and the Line of Contact surrounding Nagorno-Karabakh, the expert said
he thinks that the situation on the frontline and the possibility
of a renewed war should be treated with a higher degree of attention
than the pan-Armenian calls for the condemnation of the Genocide and
restrictions on Turkey.
Mehrabyan said he expects the tensions to continue until and even
after the April 24 Genocide Remembrance Day.
"This is the price we pay for a more global peace," he added.
Commenting on the peace talks over Nagorno-Karabakh, Mehrabyan
said he sees that Azerbaijani President Ilham Aliyev renounces any
negotiation process.
"Remaining within that domain, Azerbaijan is ultimately trying to
impose on Armenia a regime that will give predominance to material
advantages," he added.
