    Serzh Sargsyan Felt Real Danger

    Serzh Sargsyan is already publicly expressing concerns about sale of
    Russian weapons to Azerbaijan because the silence threatens not only
    the security of Armenia but also Serzh Sargsyan's further tenure as
    president, said the head of the Armenian Institute of International
    and Security Research Styopa Safaryan in an interview with Lragir.am.

    "After all, earlier we have been assured that Armenia is conducting
    the right foreign policy, that the independence of Armenia is
    strengthening, the country's positions on the international arena are
    strengthening, the Karabakh issue is becoming more comprehensible,
    within the EEU our security was strengthened, never mind that Russia
    is selling weapons to Azerbaijan, it maintains the balance. In other
    words, statements have been made which are already being refuted by
    specific facts of the situation at the border," Safaryan said.

    According to him, Serzh Sargsyan realizes that on this path nobody can
    prove that Armenia in the EEU is better protected, and it had to take
    such a step.

    The analyst does not rule out that Armenia is adopting a new policy.
    According to him, beginning from this year Armenia is going through
    serious transformations in foreign policy. "The beginning is the
    declaration on the Centenary of the Genocide. The next is a change of
    the military doctrine, which announced outright to the world that
    local commanders will no longer wait for orders of central command and
    are locally empowered with the functions of decision making and
    punishing the enemy. Now we have other changes too which though are
    not a direct indication of revision of the process of the
    Armenian-Russian relations but are at least a hint," he said.

    The border incident that followed Serzh Sargsyan's statement on
    weapons is the consequence of the policy of the Russian side. Safaryan
    says if Russia does not directly guide or encourage Azerbaijan, it is
    not restraining either. And Azerbaijan demonstrates that Russia does
    not make a decision and seems to have figured out what they would
    object to and what not.

    "Let's not forget that Russia would love Azerbaijan to trigger an
    adventure in the result of which all the regional projects of
    pipelines, railways etc would vanish in the haze. Even if Russia has
    no other way of influencing Armenia, the regional projects that belong
    to the West, their elimination, are in its interest. Hence, Russia may
    directly encourage Azerbaijan's actions in the future. Even if we
    aren't say that Russia backs all this, we can say that all what is
    happening is in line with Russia's interests," he says.

    In the meantime, Styopa Safaryan says, Armenia cannot tolerate this
    because our country is not interested in the resumption of war and is
    committed to peace. In this regard, the need for a new policy is
    needed which would limit Azerbaijan's armament and curb its actions
    and promote peace.

    "At this point the interests of the two allies, Armenia and Russia,
    are not in line. Time will show how they will be revised," Styopa
    Safaryan underlined.
