    HAS BORDYUZHA BROUGHT PEACEKEEPERS TO ARMENIA?

    CSTO Secretary General Nikolay Bordyuzha and the head of CSTO United
    Headquarters Alexander Studenikin have arrived in Armenia. Issues
    relating to the activities of CSTO were discussed with the Ministry
    of Defense, including organization of a drill for CSTO peacekeepers
    in Armenia in 2015.

    Bordyuzha's visit is interesting in the context of the latest
    escalation at the Armenian-Azerbaijani line of contact, due to
    which the Armenian side has lost three, and Azerbaijan, according to
    Armenia's official information, about 20 Azerbaijanis were killed.

    Information about the new commando and victims had been preceded by
    an unprecedented statement on sale of Russian weapon to Azerbaijan
    by Serzh Sargsyan.

    Why has Bordyuzha arrived? Has he come to tell Serzh Sargsyan that
    Russia will continue to supply weapons to Azerbaijan as long as Baku
    will wish to buy them or will Bordyuzha tell him that if the Armenian
    side expects CSTO's intervention, it has to agree to deployment of
    CSTO, i.e. Russian peacekeepers at the line of contact.

    It is hardly possible that Bordyuzha's mission is to assist Armenia
    because it would be a breach of the organization's principle. At least,
    Bordyuzha or any other Russian official has not stated anything that
    would make Azerbaijan think that if sabotages continue they will have
    to deal with CSTO.

    Hence, ostensibly, the CSTO Secretary General has arrived in Armenia
    after the latest sabotage to present to Armenia a "compromise" plan:
    you agree to deployment of CSTO peacekeepers at the line of contact,
    and Azerbaijan stops the firing.

    Incidentally, Serzh Sargsyan's speech slamming the sale of
    Russian weapons indicated that pressure on Armenia is growing,
    and Sargsyan just threatened that further escalation may affect
    the Armenian-Russian relations. Although, many people are trying to
    make the public believe that Serzh Sargsyan has earlier expressed
    such concerns too but in politics the choice of words and phrases is
    highly important. Earlier Serzh Sargsyan had not spoken about a bad
    effect on the Armenian-Russian relations.

    Hence, Sargsyan's statement is a brave one, which might be
    determined by the fact that Yerevan has become convinced of the
    Russian-Turkish-Azerbaijani game and has learned about arrangements
    within this fame which are no less risky for official Yerevan than the
    risks that might be caused by statements that might not please Russia.
