RUSSIA "CLOSES" GYUMRI

The Armenian press reported that the government is likely to allocate
another land plot to the Russian military base in Gyumri. The relevant
draft agreement is on agenda of the March 26 meeting of government. It
provides for allocating the land adjacent to the residential area of
the military base on Lalayan Street in Gyumri together with buildings
on it.
After the manslaughter in Gyumri Lragir.am suggested that one of the
purposes of the terrorist act could be the expansion of the territory
of the Russian base in Gyumri and transformation of Gyumri to a
"closed city" in the course of time.
The technology was very simple, and Moscow has tried it out in
different regions: a skirmish is provoked in Gyumri on the surge of
protest caused by the murder of the Avetisyan family which necessitates
expansion of the territory of the Russian military base "out of
security reasons". Besides, information came that the servicemen of
the Russian military base are taking their families away from the city.
However, the skirmish did not take place, because the surge of protest
was limited to purely legal claims, i.e. return to the Armenian side
the accused and to reveal the crime.
Further investigation demonstrated that the Russian side is not going
to hand its citizens. This is first. Second, the Armenian side will
be prevented from a comprehensive investigation. Is this being done
to prepare the skirmish in the future?
Yet there is a problem in this case which may trigger rather serious
processes in the future. The point is that by refusing the transfer the
case of the manslaughter in Gyumri Russia has violated the interstate
agreements with Armenia, including the agreement on the stationing
of the military base. In other words, with its actions the Russian
side has put the base and the presence of Russian border guards in
Armenia outside the legal dimension.
We will come back to this topic. At present it is clear that the
provocations failed but Russia continues the "Permyakov operation",
expanding the territory of the military base.
Since the base is already in an illicit situation, its stationing
will become "legitimate" if the Russian jurisdiction is established
in Gyumri. There is a precedent already. After the manslaughter it
was announced that Permyakov will not be handed to the Armenian side
under the Russian Constitution. Therefore, Gyumri or part of Gyumri
must be "closed".
Apparently, this is going to be the next step of the government
of Armenia.
