A transition to the parliamentary government requires only
professionals' presence in the legislative, a lawmaker of the ruling
Republican Party of Armenia said, commenting on the proposed
constitutional amendment for adopting the model.
Vahram Baghdasaryan said he finds that the proposal for reducing the
parliament members' number will be justified in case it really proves
to serve that purpose. "If we are able to distinguish entrepreneurial
activity from politics and have a National Assembly of only
politicians who are committed to the legislative's work, I think that
reducing the quantity will be justified," he told our correspondent.
Baghdasaryan further stressed the importance of capacity strengthening
as a key tool enabling the professionals to work to the best of their
potentials. "If a parliament member is a politician, he or she may not
be a lawyer or economist, but that person needs different kinds of
specialists for a full-fledged participation in the lawmaking
process."
The Republican MP particularly highlighted the role of the different
specialists and assistants working in parliament. "'Members of the
National Assembly should be given a chance to properly use the
resources of attached specialists and assistants to let those people
know that it is their main job. And the parliament has to become
professional and be engaged only legislative work and lawmaking," he
added.
