    Russian soldier likely to be tried in Armenia in mass killing case - Duma deputy

    YEREVAN. March 28



    Russian military serviceman Valery Permyakov, who has reportedly
    confessed to killing a family of seven in Gyumri, Armenia, is expected
    to be tried on Armenian territory, says Oleg Lebedev, first deputy
    head of the Russian State Duma committee for CIS affairs, Eurasian
    integration and ties with compatriots.

    "Russia has done all it could so that the investigation should proceed
    - and it is proceeding - on Armenian territory. The trial should take
    place on Armenian territory, which the people of Armenia have asked
    for," Lebedev said at a joint session of the relevant State Duma and
    Armenian National Assembly committees in Yerevan on Saturday.

    Lebedev made his remark in response to a report by Alexander
    Arzumanian, a deputy head of the Armenian National Assembly's standing
    commission on foreign relations, in which he insisted that Permnyakov
    "must be put under the Republic of Armenia's jurisdiction," as a man
    who "committed a crime on our territory, not on the Russian military
    base's territory."

    Lebedev noted in commenting on this that Russia in this situation is
    acting strictly in line with international agreements related to the
    functioning of its military base on Armenian territory and that
    Permyakov is suspected of committing "a military crime" that must be
    investigated in line with Russian law.

    At the same time, Lebedev said, both parties are actively cooperating
    in probing the crime, and, if found guilty, Permyakov should be
    subjected to "a severest possible punishment," because what he did is
    a tragedy not only for the Armenian but also for the Russian people.
