VICE SPEAKER OF ARMENIAN NA DOES NOT THINK COMPARISON OF PACKAGE AND
STAGE-BY-STAGE SETTLEMENT-SCHEMES OF KARABAKH CONFLICT SERIOUS PROBLEM
YEREVAN, MARCH 30. ARMINFO. Comparison of the package and
stage-by-stage settlement-schemes of Karabakh conflict is not a
serious problem, says Vice Speaker of the Armenian National Assembly,
the member of ARFD Bureau, Head of the Armenian parliamentary
delegation to OSCE PA Vahan Hovhannissyan today.
"Who says that the stage-by-stage settlement-scheme is worse than the
package or the package is ideal? For example, I think the
stage-by-stage settlement-scheme is ideal for us. However the first
task for solution must be the status of NKR. The agreement of the
Armenian party to adoption of the package settlement-scheme is already
a serious concession on our part as in that case we agree to solve
secondary issues parallel to the prior one," he said. Hovhannissyan
added that irrespective of the settlement-scheme on the negotiation
table, strict guarantees of prior solution to NKR's status must be
fixed. He said that the international community should give these
guarantees. "However, it has not provided these guarantees, so Armenia
assumes the role of a guarantor," Hovhannissyan added. As regards
Azerbaijan's statements that it joined the UN "with the territory
including in it Nagorny Karabakh," Hovhannissyan said that Azerbaijan
was mistaken as the UN was not the structure fixing the borders of
states, it just recognized their sovereignty and independence, other
organizations fixed the borders which Armenia and Azerbaijan were not
members of.
