An article in the Dutch daily newspaper Reformatorisch Dagblad on 31
August 2005 about Turkey's declaration on Cyprus and the petition of
24 April Committee of FAON to the Dutch Parliament asking the
inclusion of Armenian Genocide in the EU negotiation framework with
Turkey.

Bot teleurgesteld in verklaring Turkije
DEN HAAG - In politieke zin teleurstellend. Dat is het Nederlandse
oordeel over de verklaring van Turkije dat het Cyprus niet
erkent. Turkije legde die verklaring onlangs af toen Ankara de
douane-unie met tien nieuwe EU-landen, waaronder Cyprus, ondertekende.
Het tekenen van de douane-unie was een voorwaarde van de EU aan
Turkije om op 3 oktober te kunnen beginnen met
toetredingsonderhandelingen.
Nederland vindt de Turkse verklaring in politieke zin teleurstellend,
aldus minister Bot van Buitenlandse Zaken. Tegelijkertijd doet de
verklaring `in formele zin niet af aan de betekenis van de
ondertekening' van het protocol met de EU. De juridische waarde
daarvan wordt niet aangetast door de verklaring van Turkije, meent de
regering.
De Federatie Armeense Organisaties Nederland (FAON) drong er dinsdag
bij de Tweede Kamer weer op aan dat Turkije de Armeense genocide van
1915 moet erkennen voordat het land kan toetreden tot de EU. De FAON
`luidt de noodklok', aldus woordvoerster I. Drost. `We zien aankomen
dat het niet goed gaat met de acceptatie door Turkije van zijn
verleden.'
Turkse politici lijken af en toe bereid te spreken over de
volkerenmoord op de Armeniërs, maar in werkelijkheid ontkennen
ze de genocide.
In een petitie roept de FAON de Kamer ertoe op die ontkenningspolitiek
scherp te veroordelen. Als Turkije daar toch mee doorgaat, moet dat
consequenties hebben voor de aanvang van de
toetredingsonderhandelingen tussen de EU en Turkije, vindt de FAON.
De Kamer moet minister Bot dringend verzoeken nakoming te eisen van
alle toetredingscriteria, zoals naleving van mensenrechten, rechten
van minderheden en vrijheid van meningsuiting.
Bot moet op zijn beurt zijn Europese collega's overtuigen van de
noodzaak van opname van de erkenning van de Armeense genocide als
voorwaarde in het onderhandelingsdocument met Turkije. `Het is nu of
nooit', zei Drost dinsdag. `Dit is onze laatste poging om de erkenning
opgenomen te krijgen in een Europees document.'

Bot is disappointed in Turkey's declaration
THE HAGUE - The Dutch judgement on Turkey's declaration not
recognising Cyprus is politically disappointing. Turkey made this
declaration recently when Ankara signed the customs union with ten new
EU countries, among others Cyprus.
Signing of the customs union was a condition of the EU to Turkey to be
able to start accession negotiations on 3 October.
The Netherlands feels that the Turkish declaration is politically
disappointing, according to minister of Foreign Affairs Mr. Bot. At
the same time the declaration `does not formally affect the meaning of
the signature" of the protocol with the EU. The government thinks that
legal value of the signature is not damaged by Turkey's declaration.
The Federation of Armenian Organisations in the Netherlands (FAON)
insisted on Tuesday at the House of Representatives that Turkey must
recognise the Armenian genocide of 1915 before the country can join
the EU. The FAON "sounds alarm", according to spokesperson
I. Drost. We predict that Turkey will not easily accept her past.
Turkish politicians seem to be prepared to speak from time to time
about the massacres of the Armenians, but in reality they deny the
Genocide.
In a petition, the FAON calls on the Parliament to sharply condemn the
negationist policy. If Turkey nevertheless continues with it, then it
must have consequences for the start of the accession negotiations
between the EU and Turkey, according to FAON.
The Parliament must request of minister Bot to urgently require comply
with all accession criteria, such as complying with human rights,
rights of minorities and freedom of expression.
Bot must on his part persuade his European colleagues of the need to
include recognition of the Armenian Genocide as a condition in the
negotiation document with Turkey. `It is now or never', Drost said
Tuesday. `This is our last attempt to get recognition incorporated
into a European document.'
