YEREVAN, APRIL 18, NOYAN TAPAN. "We continue strictly criticizing
the steps of the Armenian authorities in the respect of limiting
the freedoms and as before we call for releasing all those, who have
been arrested by political grounds." Matthew Bryza, the U.S. Deputy
Assistant Secretary of State, stated at the April 17 hearings organized
in the Congress Helsinki Committee. He said that the accusations
brought to many of the Armenian oppositionists arrested after March 1
"seem to have political trends."
"We continue considering the law On Holding Processions, Rallies,
Demonstrations as limiting. Unfortunately, the tax bodies carry
out checkings in opposition media, which the latters consider as
a persecution.
Besides, in the past weeks we also saw some unbelievable things in
Yerevan: a group of people gathered, did nothing indeed, spoke to
one another, held a silent rally and as a result they were arrested
by the Police," the American diplomat said.
In order to come out of the formed home political situation,
according to M. Bryza, it should be clarified "how much strictly the
U.S. condemns the March 1 violence acts." In his words, now it is very
difficult to say who started them, but in general in such situations
the responsibility falls on the elected power.
M. Bryza attached importance to fulfilment of a three-sided "national
dialogue" between the opposition, authorities, civil society. It
is the very dialogue, M. Bryza affirmed, that will guarantee on the
one hand, the right to hold free gatherings and on the other hand,
the duty to organize them peacefully. The American diplomat warned
that unless official Yerevan fulfils Washington's demands, cooperation
with Armenia within the framework of the Millennium Challenge American
corporation will be stopped.
