    ARMENIAN PARLIAMENT MEMBERS REFUSED TO INCLUDE THE BILL ON THE RECOGNITION OF NKR ON THE AGENDA

    On April 28 the parliament of Armenia refused to include the bill on
    the recognition of Nagorno-Karabakh Republic presented by the leader
    of the Heritage Party Raffi Hovannisian on the agenda. The members
    of parliament voted 64 to 15 against including the bill on the agenda.

    Member of Parliament Victor Dallakyan said a refusal means that
    the Armenian members of parliament are against the recognition of
    Nagorno-Karabakh, which "favors the enemies". According to him, this
    issue should be on the agenda because it is highly important and it
    will be possible to discuss it any time.

    The chair of the Armenian National Assembly Committee of Foreign
    Affairs Armen Rustamyan said that the foreign policy of Armenia
    is determined by the president. According to Armen Rustamyan, the
    Committee expected that the president administration and the foreign
    ministry would discuss it but they did not, therefore the committee
    approved the project.

    Speaker Tigran Torosyan said for Armenia the international recognition
    of Nagorno-Karabakh Republic is important because hardly a person
    will be found in the country who would mind the recognition of
    Nagorno-Karabakh Republic, and urged not to make much ado about
    nothing. "Everything has its right time," said Torosyan, adding that
    in case of necessity "we will get the necessary number of votes within
    7 minutes to pass the bill."

    At the same time, the speaker of the parliament of Armenia presented
    the draft statement on the settlement of the Nagorno-Karabakh conflict.

    According to the draft statement, the Armenian parliament considers
    the right of the people of Nagorno-Karabakh for self-determination
    as "impeccable and undisputable in terms of the international law"
    and underlines the "necessity for placing this issue at the basis of
    settlement of the problem without reservations."
