    PRIME MINISTER SAYS PROBLEMS STEM FROM IMPERFECT ADMINISTRATION

    YEREVAN, FEBRUARY 11, ARMENPRESS; Campaigning on Sunday in the
    central province of Kotayk prime minister Serzh Sarkisian compared
    the country with a child that is recovering from a painful illness
    saying he and his government bear the responsibility for the child's
    complete convalescence.

    According to the prime minister, this disease is called 'transitional'
    period, diagnosed with such ailments as 'corruption, protectionism,
    nepotism and willful actions." Serzh Sarkisian went on to say that
    the bulk of the problems stem from imperfect governance system and
    poor administration.

    He said these problems get more serious when they are handled by
    people with no knowledge and experience of management. "These people
    can not even manage a group of people but have been assigned to run
    government agencies," Sarkisian told a crowd in Yeghvard.

    Sarkisian said the future of this country are well-to-do families
    which have three and more children. He said the government should do
    everything so that each family has opportunities to have a decent life.

    On Sunday the prime minister was also in Nor Hajn, Hrazdan and
    Charentsavan towns and in several rural communities of the province.
