Levon Ter-Petrosyan: "Last proposal of the co-chairmen regarding the
resolution of the Karabakh conflict is a starting point for any
elected president"

The conflict can only be settled by compromises, based on mutual
concessions.
The due announcement was made by Armenia's ex-president Levon
Ter-Petrosyan.
The first president of Armenia explained the essence of compromise as
follows: "If there are principal disputes around the future status of
Karabakh, the issue is not worthy of discussing. It is more important
to concentrate efforts on the resolution of other issues, and this is
the main point of the phased resolution of the conflict".
"Karabakh returns 5 out of 7 "released" lands, international
peacekeeping forces are dislocated around Karabakh, the territories
between Armenia and Karabakh remain under Karabakh's control and the
current political order remains on the territory of Karabakh for the
best times to settle the issue of status", L.Ter-Petrosyan noted
adding that such resolution was proposed in 1997, but it was declined
only by Karabakh, as a side of talks.
He reminded that Robert Kocharyan, after becoming a president started
to represent intrests of both Yerevan and Khankendi as he is a
representative of Karabakh. He said if Serj Sarkisyan is elected the
President of Armenia, Karabakh will never be able to restore its
right to be a side of talks. In case any other person is elected, he
will never be able to speak on behalf of Karabakh and the latter will
return to the table of negotiations.
"I will refuse the mandate to represent Karabakh in case I am elected
the President", the ex-president announced. He noted that the recent
version, proposed by Minsk Group co-chairs is the same phased
variant, which became even worse for the Armenian side. "Only one new
element has been added on the postponed referendum, whose date is
unknown. It is also unclear who will organize it
Either Serj Sarkisyan or me, the third candidacy is impossible,
should come out from the variant, which is currently on the table of
negotiations. This is the last proposal of the co-chairmen and it is
a starting point for any president", he noted.
"Serj Sarkisyan has already declared his support to the recent
proposal of the co-chairmen and I consider that it is a good basis
for serious negotiations with Azerbaijan and Karabakh", Ter.Petrosyan
concluded.
