    Vladimir Kazimirov: "OSCE fails to fulfill a number of its own
    resolutions on Nagorno Garabagh"

    Ambassador Vladimir Kazimirov, ex-co-chairmen of the OSCE Minsk Group
    on the settlement of Nagorno-Garabagh condlict considers that OSCE
    fails to fulfill a number of its own resolutions on Nagorno Garabagh
    and does not go beyond political and diplomatic sphere.



    He noted in frames of the conference "Expanded Black Sea region:
    prospects of international and regional security" that the said
    structure does not cover other spheres of civil society and avoids
    parallel elaboration as well as general principles of resolutions of
    different unsettled issues.

    The ambassador considers that OSCE undertook a commitment to settle
    the conflict peacefully by the agreement of both sides and everything
    that hampers its peacekeeping mission must be resisted even if in
    public.

    Kazimirov noted that representatives of most countries and
    organizations spoke against the forced settlement of the conflict
    unanimously but late.

    "The chairman-in-office and the permanent council in Vienna must
    overcome the tolerance of the OSCE and resist more decisively to
    those, who threaten to resume hostilities".

    He noted that the serious basis for mutual concessions will emerge
    only if the threat of military actions is removed.

    "For one of the sides concessions mean a greater risk risk than the
    stakes on late illusory revenge and other avoid them not to weaken
    positions in this case", Kazimirov announced.

    He added that the sides must be proposed an agreement on the absence
    of an alternative to the peaceful settlement of the conflict. He said
    this will help them understand that there is no other way out and
    make concessions.

    The OSCE Minsk Group for the peaceful settlement of Nagorno-Garabagh
    conflict was established in 1992. Co-chairmen of the group are USA,
    Russia and France.
