    Armenia and Artsakh are still arguing on the vector of development
    of the Armenian countries in the nearest future. With intensifying
    competition between the United States and Russia, as a rule the choice
    is between these two countries. The supporters of the pro-Russian
    line say the Russian border force defends the Armenian-Turkish border,
    and generally Russia is a strategic partner. Their opponents recommend
    counting how much money the United States has invested in the economy
    and social sphere of Armenia for the Armenian companies to depart from
    Russia. Certainly, there are supporters of vectorless development,
    who claim that Armenia should have its own path, and it should not be
    agreed with anyone. However, they also have opponents who think that
    it is difficult to develop isolated. Especially in such a region as
    the South Caucasus.

    While everyone was arguing, Armenia chose its vector. The vector
    is directed at Europe. Together with Georgia and Azerbaijan Armenia
    became a member of the Council of Europe, assuming obligations, and
    obligations are known to have a reverse side, and in case they are
    not honored, sanctions are imposed.

    And when the events of March 1 happened, Europe turned out to be the
    most legitimate "judge". Neither Russia, nor the United States, whose
    actions were described as interference with the internal affairs of
    the country, but Europe which defined its role in the internal and
    external processes through an agreement.

    As a result the only effective document regarding the elections
    in Armenia is the PACE resolution 1609. In case Armenia does not
    implement the resolution, it will lose its mandate to the PACE.

    The case of the PACE resolution revealed an interesting thing. Armenia
    cannot be absolutely free in its actions, and there is at least
    one body which can impose sanctions on Armenia. Armenia has chosen
    this body.

    The "supervisory" role of Europe is also displayed in the settlement
    of conflicts. In fact, a European organization, the OSCE, mediates
    the settlement of the Karabakh conflict. And although the United
    States and Russia are also Minsk Group co-chairs, the OSCE is a
    European organization.

    The increasing role of European countries in the economy, especially
    banking and finance in Armenia, is also evident. The European Court of
    Human Rights was recognized by Armenia as dominant over its own judges.

    Hence, Europe already performs a great role in the external and
    internal affairs of Armenia. This consciousness may push to the study
    of mechanisms which will be put to use by Europe because only in this
    way can these mechanisms be used for one's own use.
