An urban development dictatorship in the
proper sence of the world first of all need to be created in Armenia,
for the most positive purposes. It means to have "extremely strict
state policy to all urban development norms." Narek Sargsian, the
former Chief Architect of Yerevan, expressed such an opinion in his
interview to Noyan Tapan correspondent. He gave assurance that all
today's urban development laws are averaged: "no matter whether one
wishes to build an opera in a town or a cattle shed in a village,
he passes through the same urban development processes. Nothing of
the kind exists all over the world."
According to Narek Sargsian, in the whole world urban development
norms are very strict in the issue of development of cities with a
cultural biography or environments of architectural value. And in
the villages it is just the contrary, "a person is more free to act."
