    GALUST SAHAKIAN: IT IS NECESSARY TO CLOSE THE PAGE OF LEVON TER-PETROSIAN AND GO AHEAD

    YEREVAN, MARCH 26, NOYAN TAPAN. The return of the first Armenian
    president Levon Ter-Petrosian to political field was one of bad pages
    of the country's history, and it is necessary to "close this page
    and go ahead," deputy chairman of the Republican Party of Armenia
    (RPA), NA deputy Galust Sahakian expressed an opinion at the March 26
    press conference. In his words, the postelection process "was not a
    fight between the opposition and the authorities: a man emerged who
    wanted to create a controllable Armenia of a new format and present
    it on a tray to others." G. Sahakian pointed out the necessity of
    rapid reforms to ease the tension in the country. In his words, the
    tension will disappear in the coming months as this tension is to
    the advanatage of not the people but some persons striving after power.

    The RPA deputy chairman said that the factor of L. Ter-Petrosian has
    not played any role in the creation of ruling coalition. In his words,
    such a coalition already existed before the presidential election:
    it has not been created, it just has been extended. "Ter-Petrosian
    needn't tell about all the problems in the state, we are aware of
    these problems," he remarked. In his words, all these problems are
    reflected in the pre-election program of the RPA candidate and in
    the government programs, and the more united the society, the more
    efficiently these problems will be solved.

    According to G. Sahakian, the purpose of forming the coalition is to
    involve the political forces enjoying the society's confidence in the
    solution of the problems facing the country. He said that none of the
    large or influential parties of the country has remained outside the
    coalition. It is incorrect to stipulate the distribution of various
    spheres in the coalition memorandum because the goverment is a "common
    organism" to implement the programs approved by the parliament. At
    the same time G. Sahakian underlined that by the coalition memorandum,
    the parties assume considerable obligations and they should have some
    leverage to fulfil them.

    As regards the distribution of positions among the coalition forces,
    G. Sahakian said that such discussions have not yet been held by the
    coalition or the parties. However, in his words, it is desirable for
    any RPA member that the prime minister will be from the RPA. There
    is a necessity for political solution of this problem with respect
    to the coalition. The RPA deputy chairman stated that experience and
    competence of the government's head and members are more important
    than their party affiliation.
