RA JUSTICE MINISTRY: STANDARDS ON THE STATE SECURITY ASSURANCE SHOULD BE COMMON FOR ALL BUT OR DOUBLE OR TRIPLE

ArmInfo. Today, RA Justice Minister Gevork Danielyan met the monitoring
group of CE Ministerial Committee, a so called AGO group, in the
Justice Ministry of Armenia.
As G. Danielyan told the correspondents of ArmInfo Agency and "Armenia"
TV channel, a number of issues was discussed during the meeting,
the group was interested in March 1 events in Yerevan, and not only
in specific actions of the law enforcement agencies but in legislative
issues as well. RA JM said that the guests, in particular, wondered why
the arrested persons are not allowed to meet their relatives. 'They
were explained that meetings with the relatives are not prohibited,
except for the cases when such meetings are rejected in the interest
of investigation', the minister said, having added that as soon as
there is no need in it, the meetings of this category of the arrested
persons will be also allowed.
Representatives of CE MC were also interested in possibility to
set free even those who were arrested as a result of a political
activity. In view of this, the minister also explained that no one
was detained only because of the political activity, but also in
the cases if the political activity was combined with the criminally
liable actions, for example, illegal storage of arms. 'In this case,
it is irrelevant to talk only about the political activity', the
minister said, having added that understating was displayed in this
issue by representatives of CE MC.
The next issue the Monitoring Group took interest in was the recent
amendments to the RA Law on Rallies, Demonstration and Processions. CE
Ministerial Committee believes some provisions of the law disputable.
'However, legislations of many European countries contain such
provisions, including the countries whose representatives I met
today', the minister stressed. He also added that every country
tries to ensure maximum security for public and the constitutional
order. So the standards must be single and not dual or triple. They
also asked for detailed information on the inquiry of the 1 March
unrest in Yerevan and the following proceedings. The Armenian
party expressed readiness to inform the CE Ministerial Committee
representatives of all the issues they take interest in. 'However,
it is the domestic state agencies that must investigate the facts',
Gevork Danielyan said. To increase the trust in the process, some
measures are necessary, for instance, parliamentary hearings.
To recall, Swiss Ambassador to CE Per Sjogren heads AGO Group. The
group was named in honor of Italian Ambassador Pietro Ercole Ago.
