SINCE 2011 WILL BE USED THE 11.4 AMD JOINTLY PAYMENT

A memorandum on mutual understanding was signed between the companies
"K-telecom", "ArmenTel", "Orange Armenia" and the Public Service
Regulatory Commission on the payments of intercommunication.
The companies "K-telecome "and "ArmenTel" appealed to the Public
Service Regulatory Commission to solve the problem connected with
the payment of the intercommunication services of public electronic
communication, in May, 2009.
At this meeting the committee discussed and passed two solutions on
the matter. A series of discussions also included the third operator
of mobile communication "Orange Armenia" CJSC, taking into account
the offers and the international experience of the latter, connected
with the intercommunication payments.
The European experience, particularly the experience of the European
committee and the points of view of the European Regulators Group
were taken into account, in stating the final prices, which should be
based on the net and should be proportional. It will ensure the stable
and productive competition, and also will increase the advantages of
the consumers.
In the credentials of the European Committee the method of the
calculation of long term expenses is required for establishing the
final prices.
It was fixed that if the national regulatory body, by December 30,
2012, would not be able to use the method, transitional prices could
be fixed, which should not be higher than the average of the final
prices calculated by the method, which comprises 1.5-3 Eurocent.
According to the plan of the project the payment terms, starting with
the 1st of January, between "K-telecom", "ArmenTel", "Orange Armenia"
CJSC-s are established. It predicts the proportional decrease of 10-60
% in the payment for half year and the use of 11.4 AMD combined payment
since July 1, 2011, and fixed town calls from cell phones will cost
9 drams per minute, as well as international cell calls will cost 12
US cent, since January 1, 2010.
The currency value will be fixed on the last day of the month by CB.
The Public Service Regulatory Commission outlined the part referring to
the payment of international calls. As Robert Nazaryan, the chairman of
PSRC, mentioned, the parts were outlined because the points referring
the international calls were not included in the memo, and are another
topic for discussion.
R. Nazaryan emphasized the importance of this decision, because the
conflict was settled down. He informed that all the other matters
will be discussed in the presence of the representatives of all the
three operators and after making any decision will be presented to
the committee for approval.
