    FIFTH SESSION OF THE NATIONAL ASSEMBLY OF THE FOURTH CONVOCATION BEGINS

    On February 2, under the anthem of the Republic of Armenia, the
    opening of the fifth session of the National Assembly of the fourth
    Convocation was held, after which the MPs debated and ratified the
    decisions of the National Assembly on the agendas of the four-day
    sittings of the fifth session.

    The National Assembly approved by voting the functioning staff of
    the temporary accounting committee of the National Assembly, then
    by voting adopted, interrupted in the previous session, the bill on
    Granting Tax Privileges to Those who Pay Tax for Land from the Land
    Areas of Agricultural Importance.

    The National Assembly debated the bill on Making Amendment to the RA
    Law on the Project of 2006-2007 on Privatization of State Property,
    which submitted Mr. Armen Movsisyan, Minister of Energy and Natural
    Resources of the Republic of Armenia.

    There was also debated the proposed amendment to the RA Law on Secure
    Use of Atomic Energy for Peaceful Purposes.

    Mr. Ara Nazaryan, Deputy Minister of Defense, presented the RA
    Draft Laws on Making Addenda to the RA Law on Activity of Operative
    Intelligence Service and on Making Addendum to the RA Law on Military
    Police.

    Mr. Ashot Martirosyan, President of the State Committee on Nuclear
    Security, adjunct to the Government of the Republic of Armenia,
    presented the package of the bills on Making Amendments and Addenda
    to the RA Law on Secure Use of Atomic Energy for Peaceful Purposes, on
    Making Amendments to the RA Law on Licensing and on Making Amendments
    to the RA Law on State Duty.

    Mr. Ara Babloyan, Chairman of the Standing Committee on Health Care of
    the National Assembly, co - author of the bill on Making Amendments
    and Addenda to the RA Law on Prevention of Illness, caused by HIV
    AIDS, said that the law, adopted in 1997, does not correspond the
    present conditions of the struggle of HIV AIDS and that is why a
    draft was developed.

    Mr. Babloyan also presented his authorized package of the bills on
    Making Amendment and Addenda to the RA Law on transplantation of
    Organs and Fabrics to a Person and on Making Addendum to the RA Law
    on Advertisement.

    The Government of the Republic of Armenia as well as the Head Committee
    endorsed Mr. Babloyan's presented two bills.

    Mr. Ara Babloyan, co-author of the package of the bills on Making
    Amendment to the RA Law on Restrictions of Realization, Consumption
    and Usage of Tobacco, on Making Amendments and Addenda to the RA Code
    on Administrative Offenses and on Making Amendment to the RA Law
    on Mobile Transport, said that the usage of tobacco causes serious
    health and economic problems.

    Mr. Armen Hambardzumtyan, Minister of Labor and Social Affairs of the
    Republic of Armenia, presented the bill on Making Addendum to the RA
    Code on Administrative Offences.

    Mr. Aram Harutyunyan, Minister of Nature Protection of the Republic of
    Armenia, presented the package of the drafts of the RA Laws on Making
    Addenda to the RA Law on Protection of Atmospheric Air and on Making
    Addenda and Amendments to the RA Code on Administrative Offences.

    There was also debated the bill on Making Addendum to the RA Land Code.

    The National Assembly also debated the issue on ratifying the agreement
    on Eurasian Development Bank and presented for the second reading
    the bill on Making Addenda to the RA Law on RA Flag.

    The work of the National Assembly will be continued on February 3.
