    ARMENIA TO IMPLEMENT RECOMMENDATIONS OF NEW RESOLUTION ADOPTED BY PACE

    Parliamentary Assembly of Council of Europe (PACE) adopted Resolution
    11786 to be implemented by Armenia. Armenian delegation has been
    granted time up to April to neutralize the aftermaths of March
    1-2 events.

    The Resolution has been adopted by 141 members of the Assembly voting
    for the Resolution, against - 3 and 5 members did not voted.

    PACE recommended all the political forces to abstain from
    politicization and intervention in the activities of the Committee
    investigating March events in Yerevan. PACE calls on Armenian
    authorities to guarantee that al the state bodies and former state
    bodies who left their positions in the aftermaths of March 1-2 events
    to cooperate with the Committee and to provide all the information they
    are aware. The Committee should be authorized to get any information
    about the arrests, court suit and convicting those in charge with March
    1-2 events. The Assembly highly regrets that Armenian authorities
    managed "to obtain limited progress in the implementation of PACE
    Resolutions 1609 and 1620 regarding the situation of persons deprived
    of their liberty in relation to the events of 1 and 2 March 2008."

    The Assembly notes that "doubts have been voiced regarding the nature
    of the charges brought under Articles 225 and 300 of the Criminal
    Code, as well as with regard to the legal proceedings against those
    convicted in relation to the events of 1 and 2 March 2008, including
    by the Council of Europe Commissioner for Human Rights. The Assembly
    therefore considers that, under such conditions, the charges against a
    significant number of persons, especially those charged under Articles
    225-3 and 300 of the Criminal Code and those based solely on police
    evidence, could have been politically motivated. The Assembly is
    seriously concerned about the implications of this situation if
    left unaddressed."
