MADRID VERSION OF KARABAKH CONFLICT SETTLEMENT TO PROVIDE AN OPPORTUNITY TO AZERBAIJANI AUTHORITARIAN REGIME FOR FULL AND FINAL SUPPRESSION OF WILL OF NON-TURKIC PEOPLES IN AZERBAIJAN

ArmInfo. The current version of the conflict settlement will provide an
opportunity to the authoritarian regime ruling in Azerbaijan for full
and final suppression of will of non-Turkic people's of Azerbaijan -
Talyshes, Lezgins, Avars, Parses (Tats), and the others, says the
Talish Movement's statement on publishing the Karabakh conflict
settlement principles. The statement is placed at the website of
Evrazia.ru.
"As a result, this will not at all mean the settlement of the
Karabakh conflict, but will create a bigger soil for appearance of new
conflicts on the ethnical base in Azerbaijan. Therefore we come out
for the Karabakh conflict settlement only if the problems of all the
above-mentioned peoples of our long-suffering Motherland are settled,
which have been fighting to survive under conditions of intensifying
assimilation conducted by the Aliyevs' regime",- the statement says.
"One can't settle the Nagorno-Karabakh conflict without solving the
problem of power in Azerbaijan. In other words, before settling the
given conflict, the world powers should exert efforts to create a
real democratic regime in Azerbaijan, which will provide all people
living here with autonomy, which is the only guarantee of maintaining
their originality and ethnical identity", the statement says.
To note, the OSCE site reports that the presidents of OSCE
MG co-chair-countries made a joint statement on the Nagorno
Karabakh Conflict at the L'Aquila Summit of the Eight, July 10,
2009.The statement also says that the Basic Principles reflect a
reasonable compromise based on the Helsinki Final Act principles
of Non-Use of Force, Territorial Integrity, and the Equal Rights
and Self-Determination of Peoples. The Basic Principles include, in
particular: return of the territories surrounding Nagorno- Karabakh to
Azerbaijani control; an interim status for Nagorno-Karabakh providing
guarantees for security and self-governance; a corridor linking Armenia
to Nagorno- Karabakh; future determination of the final legal status
of Nagorno-Karabakh through a legally binding expression of will;
the right of all internally displaced persons and refugees to return
to their former places of residence; and international security
guarantees that would include a peacekeeping operation.
