    NA CONCESSION: GOVERNMENT WITHDRAWS PACKAGES IN WAKE OF DASHNAK BOYCOTT

    "Our government makes concessions at the negotiations with Turks much
    easier than with its own nation", says Hovhannisyan.

    The Government of Armenia has conceded to the boycott by oppositionist
    party Armenian Revolutionary Federation (ARF, Dashnaktsutyun) of the
    special session of the National Assembly, by withdrawing 24 bills
    included in five legislative packages from the session agenda.

    The Dashnaks refused to participate in the session, arguing that
    it was called in an effort to fast-track government-sponsored bills
    into legislation and that the parliament couldn't possibly digest as
    much information as was contained in the proposed bills before end
    of session.

    The draft amendments to the laws on 'Auditing Activity' and 'Trade
    and Services', to the RA Civil Code, as well as the draft laws of
    the RA Code on 'Lithosphere', on 'RA Justice Academy' were removed
    from the NA session agenda.

    Vahan Hovhannisyan, head of ARF faction, expressing his "appreciation"
    to the government for taking such a step, said, "Of course, our
    government makes concessions at the negotiations with Turks much
    easier than with its own nation, and the National Assembly..."

    The statement of the Dashnak lawmaker caused discontent, and some
    MPs, as a response, made irritated remarks in the NA hall (especially
    republican Gagik Minasyan). In reply to their remarks, Hovhannisyan
    said, "Do not yell at me, this is my opinion. And if some people do
    not like it, they may leave."

    Soon after the incident, Hovhannisyan called a press conference,
    where he said, "Did we need a boycott of a whole faction, or NA
    speaker-government negotiations to withdraw 24 draft laws from the
    'ill-natured and wrong' regime?"

    He also stated that this is a unique case of a parliamentary struggle,
    which had a successful ending.

    "No one says that we are satisfied with this decision of the
    government, but we say that this is success," Hovhannisyan says.

    Stepan Safaryan, head of the Heritage faction, appreciating the
    government's step, nonetheless, stated that they appeal to the NA
    speaker to demand from the government to withdraw the laws on 'Garbage
    Collection', 'Pension Reforms' and 'Language' from the agenda, too.
