WHAT PLEDGE WS FULFILLED

During its session on January 29, the government took up the decision
to allocate hypothec loans to young families for them to acquire
apartments. While making this decision, the government stressed
particularly, that it was included in Serge Sargsyan's pre-electoral
program. The media which spread this information also underlined that
the government plans to allocate loans for buying cars in 2011. This
will certainly be also presented as a point of Serge Sargsyan's
electoral program. Still in 2007, when the RP congress was putting
forward Serge Sargsyan's candidacy for president, he stated in his
speech that in case he won, in 5 years, all the families in Armenia
would have apartments and cars.
Now the government thinks it started fulfilling Serge Sargsyan's
pledge. Leaving apart the fact that allocation of loans does not
mean to create possibilities as creating possibilities would mean
creating job posts and high salaries. But allocating loans to young
families the problems is not solved because that a family needs work
and enough salary to be able to buy some clothes, food, etc after
paying off the loan.
But this is not the most important and essential thing. The most
important and essential thing is that what pre-electoral pledge
Serge Sargsyan fulfilled during the past 2 years of his tenure. More
concretely, the question is whether Serge Sargsyan made his promised
qualitative changes about which he used to hold speeches, whether the
principles of administration changed, or the one on economic policy
and free competition atmosphere.
It is case of such an atmosphere, the chance to buy a house or a car or
to be engaged in enterprising would be real. But in this direction the
power did not take significant steps. Could Serge Sargsyan do that,
did he want or not? This is absolutely unimportant because the fact
is that no essential, meaningful and qualitative change happened in
the country.
