GROWTH OF CHILD ABUSE CASES

The Minister of Justice of Armenia, Hrayr Tovmasyan is worried with
the increasing number of child sexual abuse cases. In a briefing he
said today that the growth is determined by the fact that these cases
are no more kept in secret from the public.
Hrayr Tovmasyan thinks not only child sexual abuses but also sexual
abuses of elderly people are also worrying. He thinks only laws are
unable to change the situation, but we need a change in the system of
values. Serious studies are to be carried out in this sphere. Those
countries where such crimes are common are not as mono-ethnic as
Armenia is. And when such crimes happen here, it is more worrying,
he said.
Dwelling on the sentence for child abuse of the American-Armenian
businessman Serob Ter-Poghosyan, Hrayr Tovmasyan said the rumors on
his acquittal are not serious. Asked whether he thinks Ter-Poghosyan
is ill, the Minister said that he is not a doctor to affirm so,
but if doctors say he is, then everyone has the right to treatment.
As for the toughening of the sentence, the Minister said that the
sentence to the maximum punishment in such cases is usually followed
by murders. That is the person, having nothing to lose, does not want
to leave witnesses. So, we try not to make precipitant decisions,
said Hrayr Tovmasyan.
