The Special Investigative Service of the Police has suspended the
inquest into a recent incident between the governor of Syunik Province,
Surik Khachatryan, and businesswoman Silva Hambardzumyan.
Hambardzumyan claimed she had been beaten by the governor at a meeting
in Yerevan's Marriot hotel in November. The Special Investigative
Service subsequently opened a criminal case, accusing Khachatryan of
battery (Article 118 of Armenia's Criminal Code).
The inquest revealed that Khachatryan and Hmbardzumyan had been on
unfriendly term for quite a long time. Amid a dispute at the hotel,
the governor slapped the woman. The video record of the incident
and eyewitnesses' testimonies were enclosed to the materials of the
criminal case.
But Hambardzumyan refused to see a forensic doctor, saying that she
did not suffer a bodily damage. Khachatryan said in his testimony
that he regretted for his violent behavior.
According to a press release by the Special Investigative Service,
the incident does not constitute a crime prescribed by Article 118
(battery or committal of violent acts).
Based on the evidence furnished, the Special Investigative Service
yesterday made a decision to dismiss the case.
