SERGE SARGSYAN: SHADOW SHOULD BE REDUCED

Press service of the president reports that today Serge Sargsyan had
a working meeting with the leadership of the State Revenues Committee
of Armenia.
In his speech, Serge Sargsyan in particular said that he convened that
meeting to find out where the process of changes in the activities
of the State Revenues Committee reached and what the issues to be
solved in this phase are to accelerate the process of changes.
He said that the task is really hard, and the Committee should not
only quickly ease the administrative burden for the businessmen and
business with the help of reforms, but also it should ensure a proper
tax collection level. He said that it is necessary to annually increase
the taxes/GDP correlation taking to the tax field may spheres from
the shadow. He said sure none of them doubts the shadow exists and
its scales cannot be assessed. Serge Sargsyan said that there is no
alternative and the system should increase the tax collection. He
says it is a really hard task but it is realizable.
Serge Sargsyan said that they should succeed in changing the attitude
towards the SRC, towards the tax and customs services and their staff
of the business sphere and the society. At the same time, he says, it
is necessary to change the demands imposed on the SRC. First of all,
according to him, the perception of the society and the business sphere
of the tax and customs services should be changed: the services should
become a body offering modern services and supervision to taxpayers
from a tax collecting body. It should be done through cooperation,
formation of an atmosphere of dialogue, a simple, transparent and
effective system.
At the same time, Serge Sargsyan notes, there should be measures taken
to reduce the shadow, corruption risks in the tax and customs spheres,
and the most important is to ensure equal conditions and justice to
all businessmen.
