    Armenian petrol tycoon Mikhail Baghdasarov told US Ambassador to
    Armenia, Marie Yovanovitch, why President Serzh Sargsyan keeps now
    Prime Minister Tigran Sargsyan is his administration.

    According to a new US diplomatic cable leaked by the whistleblower
    website WikiLeaks, Baghdasaryan said at a meeting with Yovanovitch in
    2010 that Tigran Sargsyan has the relevant "skills to communicate
    foreigners and persuade foreign financial institutes that Armenia is
    cable of paying off those debts that the country is in need of".

    Baghdasaryan said that Tigran Sargsyan "has learned a lot in the
    recent two years and is gradually doing well in his job".

    Baghdasaryan also criticized the management of Armenia's government
    agencies whom he accused of non-professionalism and bad-functioning.

    The cable also said that "Mikhail Baghdasarov is one of Armenia's
    leading businessmen and a loyal friend of President Serzh Sargsyan ...
    We think that during the talk with us Baghdasarov's views very often
    displayed the views of President Sargsyan himself or at least
    reflected the issues they discussed".
