THE REGULATOR WILL FINE "ELECTRICAL NETWORKS OF ARMENIA" AND "ARMROSGASPROM" FOR VIOLATION OF SERVICE ORDER OF SUBSCRIBERS

YEREVAN, September 9. /ARKA/. In the meeting of September 14, Public
Services Regulatory Commission (PSRC) intends to fine two large energy
companies - "Electrical networks of Armenia" and "ArmRosgasprom"
10 million drams and 5 million drams respectively for different
violations of service order of subscribers.
According to the draft decision, PSRC plans to fine "Electrical
networks of Armenia" (manages distribution of networks of medium
and low voltage in the territory of Armenia) in the amount of 5
million drams for non-fulfillment of the order envisaging cutoffs of
electricity of the consumers in the working days from 9.00 to 17.00.
Analyzing the information of the company "On violations of power
supply of consumers" in the second quarter of 2011, PSRC registered
112 cases of planned cutoff of power supply of 26613 consumers on
working days in non-defined order from 9.00 to 17.00. Moreover, 12
planned cutoffs of power supply of 3127 consumers were implemented
on the week-ends and holidays.
By another decision of PSRC, "Electrical networks of Armenia" will be
fined by another 5 million drams for improper control over the defined
date of out-of-plan power supply (from 2 to 16 hours depending on
the category of subscribers). PSRC registered 11 cases of out-of-plan
cutoff of electricity of 1304 consumers with violations of the defined
dates of restoration of power delivery.
Administrative case was instituted against "Electrical networks of
Armenia" for violation of the given orders on August 16. According to
the draft decision, "Electrical networks of Armenia" in both cases
accepted the fact of violations. The company has a right to appeal
this decision in court order during two-month period after being the
decision in force.
As for the Armenian-Russian company-monopolist of the import and
distribution of Russian gas "ArmRosgasprom", the draft decision says
that PSRC detected four cases of violation of the dates of restoration
of terminated gas supply - two cases in the city Gyumri and by one
case in Vosketap and Azatavan.
The company accepted the fact of violation by one of the four cases,
as well as clarified the circumstances of other three which were Force
Major. But the mentioned three cases were classified as an accident of
gas supply system due to wrong documentation. ($1 -371.92 drams).
