ACHILLES NGO: ARMENIAN "TECH INSPECTION" NOTHING BUT MECHANISM TO FILL STATE BUDGET

Tech inspection of motor vehicles by quite peculiar methods in
Armenia is just another mechanism of filling the state budget, Eduard
Hovhannisyan, Chairman of Achilles Center for Protection of Drivers'
Rights Non-Governmental Organization, told ArmInfo.
It is noteworthy that tech inspection of motor vehicles in Armenia
requires a 5,500 AMD payment in a bank for "tech inspection," payment
of environment pollution tax and payment for the tech inspection card.
Earlier the Government of Armenia adopted a decision to facilitate
the procedure of tech inspection. As a result, one can get a tech
inspection card without visiting relevant technical service points. In
addition, Prime Minister Tigran Sargsyan actually called on the drivers
"to avoid that unnecessary procedure." Thus, tech inspection is little
practiced in the country.
"I have repeatedly said in the parliament that the so-called tech
inspection is nothing but a mechanism to fill the state budget. In
compliance with the effective legislation, if a driver does not apply
to a tech inspection station for inspection of his car, the total
amount of the sum he pays for tech inspection in a bank is transferred
to the state budget. This is what motivated the government to adopt
such decision," Hovhannisyan said.
The human rights defender believes that there is no structure in
Armenia to control over technical state of transport means. He said
that the Road Police keeps fining the drivers that have no "tech
inspection" cards.
"We believe that insurance companies paying indemnities in case of
road accidents that happen also because of malfunctioning of cars must
be interested in operability of motor vehicles. However, insurers do
not want to deal with that problem, considering it a headache. As a
result, in Armenia the only person responsible for operability of a
vehicle is its driver. Consequently, we have such big number of road
accidents," Hovhannisyan said.
It is noteworthy that Hovhanness Khangeldyan, Head of the Crisis
Management Center of the Armenian Emergency Situations Ministry,
reported nearly 1700 road accidents in the country as of Dec 19 2012,
which exceeded the indicator for the same period of last year nearly
1.5-fold. Road accidents in the country are often connected with
motor vehicle malfunctions, especially the ones manufactured in the
Soviet Union.
