    EXPERT SAYS BAKU RAFFLING BLACKMAIL CARD

    "Obviously Azerbaijan's attacks and U.S. Secretary of State Clinton's
    visit did not accidentally coincided. I guess the incident should be
    observed in the context of certain political calculations of Baku,
    in particular, in the context of "war blackmail"," military expert
    Davit Jamalyan said remarking on Azerbaijan's recent assault.

    Azerbaijan attacked one of Armenian military stations nearby Chinari
    village in Tavush region, in the aftermath of which three Armenian
    soldiers were killed and five were injured.

    "What does war blackmail mean? Obviously in the recent years Baku
    embodies war suspension as its major concession. Hence, they are
    determined to raffle the card of war blackmailing during Clinton's
    visit."

    Prior to Clinton's visit the assaults could be described as
    manifestation of "intention to resume war" aimed to "dictate the
    conditions," said D. Jamalyan.

    "Secretary of State Clinton said escalation of tension is unacceptable,
    vowing to repeat it in Baku."
