    The Russian foreign ministry is set to observe the schedule of
    issues relating to Karabakh. For instance, the head of the fourth
    department of the Russian foreign ministry denies that the Russian
    foreign minister Lavrov visiting Ankara discussed the Karabakh topic
    there, and nothing significant is happening relating to the Russian
    and Turkish relations, though that discussion definitely took place.

    The statements of the head of the 4th department of the Russian
    foreign ministry sound too controversial. For example, denying that
    the Karabakh topic is indirectly related to the Russian and Turkish
    relations, this high-ranking official announced that "Turks offered to
    reject the construction of Kars-Akhalkalaki railway once the Russians
    tell them some time later, not right now, five territories will
    be handed over to Azerbaijan." Hence, it is not ruled out that the
    Karabakh issue is being bound to the relations of Russia and Turkey.

    This official questions a possible status to be granted to Karabakh,
    even after the so-called "settlement", citing the example of North
    Cyprus which exists without a status.

    The Russian foreign ministry is interested in the attitude of the Minsk
    Group to Armenia. In addition, there were arguments for unfolding the
    activities of the Minsk Group as an ineffective organization. No doubt
    Russia is trying to change the format of settlement of the Karabakh
    issue by way of the processes underway in Europe and the United States.

    The deputy minister Grigory Karasin notes that Russia and Armenia must
    benefit from the new relations between Russia and Turkey to enable
    the settlement of the Karabakh conflict. "Armenia and Azerbaijan have
    a chance to resolve the problem, this option will not be available
    always", he said, "this chance cannot be missed unless there is a
    favorable situation."

    Hence, it is possible that Russia is bidding on this situation and
    is not confident of its initiatives. The important thing for Russia
    is to push the United States out of the Black Sea and the Caucasus.

    The deputy head of staff of the Russian president's office, S.
    Prikhodko, says the settlement of the Karabakh conflict is possible
    only with the participation of Russia, Turkey, Armenia and Azerbaijan,
    proceeding from regional security where the participation of "alien"
    states will not lead to stability and security. He thinks the solution
    of problems between Armenia and Turkey is possible only with the active
    participation of Russia. He noted that the efforts of the United States
    throughout years could not normalize the Armenian-Turkish relations
    because the United States has other goals and is not interested in
    normalization.

    In analysis of the political projection, that is the material
    which has not been disclosed in public politics, such categories as
    "information", "analysis", "conclusions" are highly relative.

    In fact, there is one example of argument supported with information
    which the Russian diplomats engaged in the Russian-Turkish relations
    cannot deny.

    Turks have offered the Russians to stop the implementation of the
    Kars-Akhalkalaki project if the Russians announce that "five regions
    will be handed over to Azerbaijan, some time later, not right now."

    At the same time, Turkey is not interested in the Karabakh issue,
    and this and analogical proposals are made because Russia wants to
    get maximum concessions from Russia to make their relations more
    substantial and binding.
