Dual citizens entitled to pensions in the RA as well
Wed, 11/21/2012 - 11:37
According to the RA law `About state pensions' the RA dual citizen
also has the right to receive pension if he is registered in the
population state registrar.
In other words if the dual citizen is registered and inhabits on the
territory of the RA, then he has equal rights with the RA citizens to
submit an application to his territorial social security unit and
receive a pension.
'In order to avoid misunderstanding I would like to distinguish two
groups of countries.
The first is those people the second citizenship of whom is from the
countries the RA had signed an intergovernmental agreement in the
sphere of pension security', said the first deputy of the Head of the
Social Security State Service of the RA Ministry of Labour and Social
Affairs Smbat Sairyan.
Those are the dual citizens of the CIS and Baltic countries, who,
being citizens of the state that had signed an intergovernmental
agreement with Armenia in the sphere of pension security, cannot
simultaneously receive pensions from two countries. They have the
right to apply and receive pension from the country they permanently
live in.
`The dual citizens of the US, Europe, Iran, Iraq, Syria, regardless
the fact whether they receive or not pension in their country, can
apply in Armenia to the social security state service by their
registration address and receive a base pension provided by the state,
given that the RA had not signed international agreement with those
countries', noted S. Saiyan.
The change in the RA law `About state pensions' in force since May 5,
2012, permits the dual citizens of the indicated second group apply to
the territorial social security state service and receive a pension.
It's hard to say how many dual citizens have already benefited from
the change in the law, since there is no statistical data in this
respect yet. However, let us remind that the dual citizens of the US,
Europe, Asian countries also could benefit from the right to receive
pension in the RA, if they were not receiving it in another state.
