    OSKANIAN PROPOSES 3 STEPS FOR PROGRESS

    Ex-Foreign Minister Vartan Oskanian, who is now a parliament member
    of the Prosperous Armenia party, has proposed three steps for ensuring
    progress in the country following the presidential inauguration event.

    A top candidate on the party's proportional representation list
    in the Yerevan municipality elections, the politician has pointed
    out two basic factors which he says have pushed him to make his
    approaches public.

    The first, he says, was the president's remark expressing gratitude
    "to those who cast their votes in favor of another candidate."

    In his inaugural address, Serzh Sargsyan described his opposing
    electorate's choice as a message to the authorities, expressing
    discontent. "The phrase gives rise to a natural question as to
    what actions the president is going to take to satisfy the people's
    demands," the ex-minister says in a Facebook post.

    As for the second factor, Oskanian points out to the 600,000 votes
    cast against the incumbent, saying that the number coincided with the
    Gallup survey which revealed that 40% of Armenians seek to emigrate
    from the country. Oskanian notes that the rate is the highest in the
    post-Soviet area. "That adds to the protest of the around 600,000
    citizens, calling upon the authorities for more urgent actions to
    reform the human resources and content-based policies within the
    shortest timeframes in order to attain more tangible results," he says.

    Oskanian further proposes his approaches, focusing mainly on domestic
    policy issues.

    As a first step, the politician calls for refraining from what he
    calls fake and initative conduct. "These two are the main reasons
    behind the political situation and the lukewarm atmosphere. It is
    done by both the authorities and other political forces," he says,
    adding that the society no longer believes in what he describes as
    fake Facebook posts and surveys, and misrepresentation of the real
    situation in the country.

    Secondly, Oskanian calls for urgent measures to heal the political
    atmosphere and to that effect he proposes the governing circles to be
    more tolerant to the opposing political forces. [It is necessary] to
    after all admit that the political monopoly has never been an effective
    governance tool, so ensuring a progress in the county and solving the
    problems facing the people is possible only through competitiveness,
    counterbalances and shared responsibility," he continues.

    As for the third step, Oskanian proposes taking a leading role in
    developing the agenda proposed by the ruling political. "The process of
    shaping the agenda and the results will bring about essential changes,
    giving the society trust and hope in the country's future," he says.
