'Hospital for convicts' penitentiary institution doesn't have a
gynecological department. 'Abovyan' penitentiary institution, where
women and minors suffer their penalty, are being transferred to a civil
hospital in case of having difficulties with health. As it was found
out, it existed in the past, however was closed for security purposes,
"instead of curing the head, they cut it", head of the Vanadzor office
of Helsinki Civil Association Arthur Sakunts highlights and adds that
it is a very serious issue, which also exists in detention facilities.
According to Sakunts 'Abovyan' penitentiary institution doesn't
even have a gynecological department, which is not normal, since
women are being preserved there. He distinguished 3 main issues:
minimum quality of medical services in penitentiary institutions,
development of the practice in providing medical services to the
convicts in civil hospitals as well as bringing the conditions in
penitentiary institutions in line with the minimum standards, which
does not exist today.
In case of having difficulties with health the convict is transferred
from the penitentiary institution to the 'Hospital for convicts'
penitentiary institution by the decision of the penitentiary
institution administration. According to Sakunts the subjective
principle is of high importance here, which can influence the quality
of medical services provided to the convict. If there is a subjective
attitude, then there is a corruption risk, and the person involved
in corruption who is paid for providing the service never speaks up.
