Revolutionary Committees Under Formation In Armenia
Raffi Hovannisian presided yesterday over the summit of the civil
alliance New Armenia. The most important is that Raffi Hovannisian
stated about the necessity to set up civil organizational cells in
Armenia.
Right after elections, it was spoken about the necessity to create
`revolutionary committees' based on the mass protest movement. Then it
was stated that the protest movement didn't achieve victory because of
the lack of local organizational structures. Raffi's trips to regions
were aimed at testing the waters and creating the foundations for
these committees.
Next week Raffi Hovannisian will again start trips to the regions.
Apparently, the movement shifted from pathetic to practical works
because it is evident that the policy of rallies concentrates people
around some task temporarily, while the main part of people is left
out of processes.
The nationwide civic network, if it is organized right, can become the
Armenian know-how. In the world the organizational role in the society
is carried out as a rule, by trade unions, various civil society
organizations, which have become political, like, say, `the greens',
and, of course, social networking. But even in the Western world
certain civil movements formed around some ideas began to appear,
like, say, the movement against the legalization of gay marriage in
France.
There are no trade unions in Armenia, there are no other structures to
spread organizational information. Parties, which, in theory should
realize this work, are first of all very few, and second, too clumsy.
If a call to civil disobedience is suddenly voiced now it will just
not reach the majority of people. And even if it reaches, people will
spontaneously resolve their problems, and this is usually ineffective.
Lack of organizational network was clearly manifested on April 9, when
even a few thousand people were suddenly lost because there was no
chain, which allows you to make decisions and act.
Will Raffi Hovannisian create a national civil network? What are the
tasks he will put in front of it? What are the general tasks that
could be assigned to the civil network if it is not a revolution?
Obviously, the problem may be one - disobeying illegal and anti-state
decisions. Because in a country where people still cannot form and
withdraw the power, the only way of pressure is disobeying unlawful
decisions.
In the field of environmental and urban planning this is what is going
on, and the striking example is Mashots Park. It remains to take this
trend into other areas.
