Tigran Abrahamian: Azerbaijan's proposal cannot be taken seriously

Azerbaijani Foreign Minister Elmar Mamedyarov recently declared that
his country is `ready to sign a great peace agreement on the Nagorno
Karabakh conflict'.
In this connection the expert Tigran Abrahamian wrote on his blog: `At
first glance, it may appear that Azerbaijan is taking a `step
forward', agreeing to make progress in the negotiating process, but in
reality the statement contradicts the logic of the negotiating process
and is a sham one.
Azerbaijan proposes bypassing the first stage of the negotiating
process, which presupposes reaching an agreement on the fundamental
principles, and immediately launching the second round of the
negotiations.
For the second year, Baku tries to consign to oblivion its steps aimed
at torpedoing the meeting in Kazan on 24 June 2011 when the sides were
to reach an agreement on the fundamental principles. At that meeting,
Azerbaijan - against all expectations - withheld its consent and made
10 additional proposals. Azerbaijan not only ruined the work done by
the Co-chairs for a long time, but also delivered a blow to the whole
negotiating process by its destructive actions.
Following the Kazan meeting, it is not the first time that Azerbaijan
tries to put forward new `initiatives', which are not taken seriously
by the Co-chairs for the reason that everybody understands - without
reconciling the principles that form the basis of the negotiating
process, it is impossible to start the development of a great peace
agreement. Besides, without official Stepanakert's consent, the sides
may not launch the next round of the negotiations, in which the direct
participation of the NKR is anticipated'.
