"The experience shows that Azerbaijan is trying its best to ignore
the documents and the calls that are voiced from NKR not willing to
see the state as a governmental unit",- so answered politician Hrant
Melik-Shahnazaryan to the question of Aravot.am as to NKR Foreign
Ministry has called on Azerbaijan not to impede the visit of foreign
citizens to NKR, what consequences and responses it may have. He
emphasized the importance of such statements, said that they raise
the reputation of NKR and stated that the call itself is already
seriously discussed by the western countries. They rightly point
out that such a policy of Azerbaijan can no way contribute to the
peaceful settlement of the conflict, and exacerbates the conflict in
the region more. To the question whether this statement may result
in activations at the border, the politician said, "I am confident
that the policy of Azerbaijan at the border and its threats are not
conditioned by the policy of NKR. It is the policy adopted by them,
which is consistently implemented. Every time, they become active
at the state border on the background of increasing international
attention towards the region, and skirmishing taken place before
Putin's visit is a vivid example of it. Azerbaijan is trying to
show that there is frozen conflict, and is trying to obstruct
the negotiation process, it refers to the Minsk Group processes,
from which Azerbaijan is trying to avoid consistently. Therefore,
I do not believe that NKR statements can promote or hinder the
decision of Azerbaijan." In the opinion of Ruben Mehrabyan, expert
of Centre for Political and International Studies, NKR FM's call in
Azerbaijan would be subjected to political manipulation conditioned
with presidential elections. Mr. Mehrabyan believes that Karabakh
side should have come up with such a statement earlier, and "now it is
not the opportune moment to make a statement to this respect." Ruben
Mehrabyan does not think that Azerbaijan will subject this call to
relevant discussion, and would give an adequate response. The expert
considers the activation of Azerbaijani side possible and states that
"it is not particularly quiet even now." Then he details,- "Why should
it be quiet if they have Putin-like arms supplier, and those speaking
about the possibility of a political solution, our strategic ally does
not say a word that the threat of war is inadmissible. At large, it is
the result of an error made by us, as the Armenian diplomacy is not
particularly involved in generation concepts, but always goes after
back of the events. Our MFA is just missing. Armenia should initiate
appropriate steps to all this, whereas we see the passive position,
miserable fear, manhood and determination of authorities is satisfied
with only hitting the heads of demonstrators." Describing the conduct
of Russia, Ruben Mehrabyan said,- "It's not that we have a strategic
ally, but just a scoundrel like drugs smuggler that earns dividends
on this conflict. Someone with the behavior of pimp that spoils
everything for extending its own miserable presence in the region."
