NEW SCENARIO OF LEZGIN-AVAR PROJECT

The Lezgin-Avar project is gaining international significance. The
Lezgin delegation has already visited Europe, and their visits become
more frequent and representative. Europe has understood that it will
be impossible to continue to protract this issue, and this has become
a subject of research of a number of experienced analysts of leading
think tanks.
Armenian organizations in Europe are active without paying attention
to "issues" of biased and non-biased European functionaries. The
Lezgin-Avar topic is not only an arena of humanitarian initiatives but
also a demonstration of the fact that human rights are not a monopoly
of the Western community and the respective states and organizations
in the West which should give up the role of arbiter and "lawmaker"
of assessments of how this issue is social, human rights or political.
Regarding this issue, the Armenian organizations could have an
outstanding role in the review and reconsideration of the importance
of human rights, its logic and tasks.
It should be noted that for the West a possible "breakthrough" of
its monopoly in advocacy is equal to a catastrophe and the collapse
of the colonial empire.
Now one of the main tasks of the West is to prevent the identity of
human rights and the rights of nations (ethnic community). Russia
continues to manipulate these issues because it fears similar threats
in a different wrapping.
There is not another more discriminated and repressed people throughout
Europe than Lezgin, Avar and Talysh peoples. It will be recognized
and will become a subject of international politics.
Unfortunately, in the U.S. the voice of these people cannot be "heard"
yet despite the innumerable problems that are raised by the Americans
in defense of democracy and human rights. The problem is that the
true center of social and political activity of the Armenians in the
United States, unlike in Europe, is associated with other political
and ideological centers and has a distinct political agenda.
However, the Armenian Americans cannot remain indifferent to the fate
of Lezgin, Avar and Talysh people for a long because the security of
Armenia and of the entire region is linked to this issue.
Now Russia gives a "green light" for the national liberation
movements of peoples but its fulfillment depends on the interests of
the cowardly and corrupt politicians and secret services. In Moscow
different experts in this area have been mobilized who advise not
only government agencies but also officers of security services. This
is certainly good as it indicates the seriousness of Russia's goals
but according to experts of the academic institutions of Moscow,
for example, this fact allows slowing down a national movement.
Nevertheless, the Lezgin and Avar intelligentsia, demonstrating
loyalty to Russia, is trying to avoid control using "alternative"
ways of bringing up the rights of its people. A lot of intellectuals
understand that one of the ways to launch a national fight is to create
a political "repeater" in Yerevan which is already under creation,
but it is slow and ineffective. (However, the moods of these guys in
Moscow are controversial. Guys, if you carry out your service duties,
do learn to install bugs and do not do that on purpose to warn your
Armenian colleagues about possible trouble. True, all is in a friendly
manner, everyone understands that, even your bosses.)
Along with political ways, a new scenario is figured out which is
the armed struggle for the liberation of these peoples. This right
is in the statutes of the United Nations, they have not been revoked
though the leading states concerned are trying to consign to oblivion
and dispute the right of discriminated peoples.
Russia understands that these scenarios are linked to security
issues, and, of course, mildly speaking, it will react to these issues
ambiguously. But the plan to contain the radical movements in Dagestan
may taken up which is destructive and anti-national by way of creating
a truly national liberation movement.
Only innate limitations and lack of personal interest of policy
makers and heads of special services in Moscow did not allow us to
understand and fulfill these tasks. Famous Russian experts in the
field of ethnic political issues, working on recommendations to the
Russian authorities for many years, recognized that their colleagues of
Armenian descent once played an important role in the formation of the
ethno-political consciousness of intellectuals of the North Caucasus,
and now the experts of Armenian origin are important players in the
development of this area.
The Armenian NGOs in Russia need to shake off their complacency and
self-insurance and deal with the solution of issues of comprehensive
support to peoples fighting against the genocidal activities of
Azerbaijan. Georgia should refuse the anti-Russian support of peoples
of North Caucasus and support discriminated peoples of Azerbaijan
who are more closely linked to Georgia than Armenia.
The destiny of neo-Ottomanism which pursues the goal of swallowing
Georgia is decided not only in the South Caucasus but also in the
North Caucasus. Lezgin and Avar peoples have taken up arms and expect
support from outside. In this regard, the Armenian armed forces of
Nagorno-Karabakh Republic must be ready to save these peoples from
the genocidal actions Azerbaijan.
