    DECIDING BETWEEN EU, RUSSIA RESULT OF PSYCHOLOGICAL COMPLEX - POLITICAL EXPERT

    Chairperson of the European Integration NGO Karen Bekaryan is sure
    that the question of deciding between the European Union (EU) and
    Russia is the result of a psychological complex rather than of legal
    controversies.

    "The matter is turning into a problem, and Armenia has not made any
    steps that might lead to a conflict and, as far as I understand, is
    not going to. European officials have come to realize it," Bekaryan
    told journalists on Friday.

    "He has been able to explain it to the Russian side, which is not
    making any official statement on any contradictions," said Bekaryan
    as he recalled European Commissioner for Enlargement and European
    Neighborhood Policy Å tefan Fule's statement that the EU is not
    setting preconditions to its partners.

    Bekaryan views the problem of controversies from three aspects. He
    ruled out any legal controversies as Russia, which is founding member
    of the Eurasian Union is also a member of the World Trade Organization
    (WTO).

    The next aspect is a political one. Russia, Belarus and Kazakhstan -
    Eurasian Union members - lack complete clarity.

    The third is the psychological aspect. "At first sight there
    is a controversy in the context of the Soviet past, with lack of
    confidence, which prevent the partners from finding mutually acceptable
    solutions. This is a problem of complexes rather than of reality,"
    he said.

    As to whether the rise in the price for Russian gas and the sale of
    arms to Azerbaijan is "a psychological complex" as well, Bekaryan said:
    "Is this for the first time that Russia has sold arms to Azerbaijan? Is
    this a surprise for us? Is this for the first time that Russia has
    raised the gas price, and we have linked it with something?"
