"DOES THE POLICE OFFICER HAVE THE RIGHT TO KICK THOSE PARTS OF THE GUY THAT HE KNEELS DOWN." THE ACTIVIST TO OSIPYAN (VIDEO)
July 22 2013
Today, the Deputy Police Chief Valerie Osipyan was having a frank
conversation with the activists in Mashtots Park and explaining the
police-citizen relations. He was complaining that the activists are
disrespectful against the police, and they are here only for the
maintenance of public order. Aravot.am inquired from Mr. Osipyan
if indeed the police are doing their job perfectly, why the rating
of police officers is so low to the public. Mr. Osipyan disagreed,-
"How low is is, can you tell by percentage ratio? There is a Gallup
Organization. The rating of RA police is as high as it is compared to
rating of previous years. Let's make sure that there is a significant
difference. Don't you feel the difference? God forbid, to have a
trespass over you, I will be the first to stand beside you." Pursuant
to the observation of one of the activists, "as a result you will
take money and leave, there is no law." The question raised by one
of the activists was especially noteworthy. "Does the policeman have
the right to kick the citizens, by stealth, to the parts of the guys
making them kneel down? All the teeth of the young man fell out." Mr.
Osipyan disagreed. "Who was that young man? You helped the young man
remain unpunished, you helped removing the young man, who hit the
police officer. You know what, if there is a video where the police
officer is trying to apprehend him to the department, it does not
mean ... if I want to apprehend you, you do not obey, I will have to
use force, won't I? Crushing is created, isn't it? " According to
explanation of the Deputy Police Chief, the police officer has the
right to use proportionate force within the range of the law.
Gradually more and more people appeared in front of Mr. Osipyan,
young boys, who were telling to which organs the police officer
hit and was not punished, and pointed out the videos on Youtube
site. Hripsimeh JEBEJYAN
