    MAYOR'S ISSUE IN THE DOMAIN OF SPECIAL INVESTIGATION

    Mayor Taron Margaryan, after a five-day silence, finally spoke to his
    "dear Yerevan residents" and cancelled his decision which had gathered
    additional 50 AMD during the previous five days for public transport.

    His statement says no word about the decree on the decision on increase
    of transport fare that was searched for five days and other grounds
    for the increase which was doubted by specialists and NGOs.

    Today Azatagrum (Liberation) initiative, prior to the protest in
    front of the City Hall, issued a statement releasing all the demands
    including compensation for the damage caused by the decision on
    transport fare increase during the last five days. They demand to
    set the transport price at 50 AMD for 5 days.

    The initiative recalls also about the drivers who were caused
    moral-psychological harm by the owners of transport lines who repressed
    them during five days.

    Recall the decision of the Mayor on the price increase appeared only
    after the official letter of the Ombudsman to the Mayor who asked to
    answer whether the Mayor signed the decision on the public transport
    price increase. Since the decision dated four days after the increase,
    the money gathered during those 4 days could be an illegal action.

    At the same time, Heritage member, member of the NA standing commission
    on state and legal issues Zaruhi Postanjyan submitted a report on
    crime to the police, prosecutor general and prime minister asking
    to take up measures against the illegal money gathering by Taron
    Margaryan and to punish all participants.

    Minister of justice Hrayr Tovmasyan said on July 25 that Taron
    Margaryan's decision does not contain any legal violation. It was a
    personal decision and could also not be issued, he said.

    At yesterday's session of the government, prime minister Tigran
    Sargsyan said that it is impossible to ignore the social movement
    with regards to the transport fare. But this statement didn't stop
    the civil activists and they are not protesting at the City Hall
    demanding to fulfill their requests. One of them is to de-privatize
    the transport system and return it to the community.
