MAYORAL DECISIONS INVALID WITHOUT CITY COUNCIL'S APPROVAL - OPPOSITIONIST

Decisions by the Yerevan mayor cannot have a legal effect unless
approved by the city council, an opposition member of the Yerevan
Council of Elders has said, commenting on last week's controversial
decision to hike the public transport fares.
At a news conference on Tuesday, Stepan Safaryan of the opposition
Barev Yerevan (Hello Yerevan) bloc claimed the Council has a right to
establish control over certain activities of the mayor. He expressed
criticism of the amended rules of procedure, which excludes control
over urgent matters.
"So the mayor adopts an individual legal act; as a result, the people,
as well as the Council of Elders are hesitant as to how the superior
bodies - which is the council not the mayor - can keep aloof of vital
issues," he said, promising their faction's rapid efforts to re-amend
the charter.
