Ashot Ghoulyan, `Sooner or later a proper estimation must be given'

It is the impunity of the Sumgait pogroms on these February days of
1988 that makes it possible for Azerbaijan to continue the policy they
commenced in Sumgait.
Impunity and the wrong estimations of these events are the main
reasons for new genocides and similar attempts in Azerbaijan and in
other parts of the world, this is the thought expressed by Chairman of
the NKR National Assembly Ashot Ghoulyan in his interview to the
journalists.
`If they are not stopped or punished in time similar events give birth
to new crimes. That is why after Sumgait we saw the violations against
Armenians in Baku, Gandzhak and other residential areas populated by
Armenians. There was a mere reason for all this, these people were of
another nation, these people were Armenians. Both the international
law and the moral standards in general reject such an attitude. The
actions of Azerbaijan continued also in the anti-soviet period because
of the impunity of these events. And this encouraged Azerbaijan to
begin that cruel war against the NKR. I think crimes of this kind have
no limitation period, thus after 25 years and henceforth, we shall
continue to pursue, demand and focus the attention the international
community and organizations on the events which must sooner or later
be given a proper estimation,' the NA speaker added.
