This year marks the 20th anniversary of the UN Security Council's four
resolutions on Nagorno-Karabakh - ## 822, 853, 874, and 884. All of
them were adopted between April and November, with small intervals,
in 1993, and each of them became a peculiar reflection of the then
military-political situation in the Azerbaijani-Karabakh conflict zone,
when the war was in its hottest point. And though none of them was
implemented, however, these resolutions remain unchanged attributes
of the Karabakh settlement process.
The quartet of Karabakh resolutions of the Security Council was started
by resolution 822, which was adopted in these days - on April 30,
1993. Surely, we could leave these documents forgotten, but the current
"anniversary" gives another reason to recall the resolutions, because
Azerbaijan is simply speculating on them, turning them into a tool of
its propaganda policy aimed at distorting the essence and format of
both the Karabakh conflict and its settlement process. Today, those in
Azerbaijan, including the president, refer to the noted resolutions,
accusing the Armenian party of their non-fulfillment. Two weeks ago,
on April 14, delivering a speech at the Azerbaijani government session,
Ilham Aliyev stated once again, "This conflict must be resolved on the
basis of international, and the four resolutions of the UN Security
Council must be implicitly implemented".
When listening to the Azerbaijani president, who consistently insists
on the implementation of the UN Security Council resolutions, it
seems that he does not know the content of these documents. But,
this impression is false. Surely, Ilham Aliyev knows well what the
resolutions recommend to the conflicting parties and what their
primary goals are; so the Azerbaijani president, distorting and
interpreting their essence in a biased way, is deliberately misleading
the international community. And their essence was as follows: all
the four resolutions strongly urged to immediately cease the fire,
all the military activities and hostile acts. And I must say that it
was Azerbaijan that in violation of the Security Council demands and
in spite of the appeals of the international mediators to stop the
military activities and to sign a ceasefire agreement, continued the
war, hoping to resolve the conflict by force. Let's recall that the
last resolution was adopted on November 12, 1993, but in December,
Baku started a large-scale offensive operation almost all over the
front line, which led to great human losses.
Today Azerbaijan is pouring crocodile tears, posing itself as the
victim of the aggression. It selectively interprets the contents of
the Security Council resolutions, advancing those provisions, which
are benefit to it in a propaganda term, in particular, those relating
to the withdrawal of Armenia's and Nagorno-Karabakh's troops. But,
it is not only that. The Azerbaijani party consciously falsifies the
resolutions, ascribing to them what they simply do not comprise. Thus,
the Baku propaganda tries to shift the focus to Armenia, claiming
that it does not implement the resolutions allegedly requiring the
liberation of Nagorno-Karabakh and the occupied territories. A blatant
false - the resolutions do not even hint at it. Moreover, they note
the local Armenian forces, or the Nagorno-Karabakh ones. Armenia
is only recommended to use its influence on the Armenians of
Nagorno-Karabakh. In other words, the resolutions recognized the
indisputable fact that the basic parties to the conflict are just
Azerbaijan and Nagorno-Karabakh. The resolutions' authors took into
account the fair and indisputable reality that the conflict was between
Azerbaijan and Nagorno-Karabakh, and Baku negotiated the ceasefire
directly with Stepanakert, when the situation at the front was not
favorable for it.
The calculation of Azerbaijan, which clearly distorts the facts of
even the recent history, is clear as day - to present Armenia as an
aggressor and the main party to the conflict, with all the political
and legal consequences. But, the problem is that the co-chairs of the
OSCE Minsk Group, dealing with the issue of the conflict resolution,
are perfectly aware of the essence of the conflict and the noted four
UN Security Council resolutions.
Azerbaijan, surely, knows this, that's why it attempts to use other
international platforms for its disinformation policy, hoping for
the ignorance of the audience.
There is certain irony in the fact that Azerbaijan, representing a
non-permanent member of the UN Security Council, continues ignoring the
basic requirement of its four resolutions. As noted, the requirement
is to stop any military and hostile actions.
Meanwhile, Azerbaijan has not yet lifted the blockade of Armenia
and Nagorno-Karabakh, does not abandon the threat to resume the
hostilities, does not withdraw the snipers from the frontline and does
not stop the acts of sabotage often leading to human losses. This is
one of the main reasons of the negotiations' stalling. And that's why
all the accusations permanently put forward by official Baku towards
the international mediators and the Armenian party should be addressed
to itself. Exclusively and exclusively to itself.
