    Estonian minister: Much work still to be done in Armenian justice system


    TALLINN, May 21, BNS - Estonian Justice Minister Hanno Pevkur who met
    with Armenian Prime Minister Tigran Sargsyan in Yerevan on Tuesday
    said the Armenian justice system developments are going in the right
    direction but much still remains to be done, especially in the fight
    against corruption and protection of fundamental rights.

    "It was good to see that in the area of e-governance much has been
    done with the help of the European Union in a short time. An
    electronic population register nearing completion, e-business
    register, introduction of ID card services and other new
    e-possibilities give the Armenian people already now much broader
    opportunities both to start business and get faster service from the
    state. As an Estonian I'm proud that it is Estonians who are leading
    those reforms through the e-Governance Academy," Pevkur said after the
    meeting.

    For instance, it is possible to conclude a car sale-and-purchase
    transaction, new license plates included, in less than half an hour
    and the Armenian liquidation proceeding could serve as an example even
    to Estonia, the minister observed.

    Although several positive developments can be seen in the Armenian
    justice system, there is still room for development in a number of
    areas, Pevkur said.

    "At yesterday's [Monday] meeting with Armenian Justice Minister Hrayr
    Tovmasyan the trustworthiness of the judicial power for instance came
    under discussion. Also the establishment of an independent data
    protection institution ought to be speeded up and enforcement of
    adopted laws is especially important," the minister said.

    The Estonian justice minister had on Monday and Tuesday meetings with
    Prime Minister Tigran Sargsyan, Justice Minister Hrayr Tovmasyan,
    Prosecutor General Aghvan Hovsepyan, chairman of the Constitutional
    Court Gagik Harutyunyan, and chairman of the Court of Cassation Arman
    Mkrtumyan. The theme of the meetings was bilateral judicial
    cooperation.
