    SERZH SARGSYAN PERMITS MURDER?

    The trial of Harsnakar case took an expected turn. One of the accused
    announced that he beat Vahe Avetyan alone. Avetyan is the doctor
    who was beaten to death in the restaurant owned by the ex-MP Ruben
    Hairapetyan. The advocate of Vahe Avetyan's successor said this is
    part of the scenario in which one of the accused claims responsibility
    to enable the others to be amnestied.

    This is an unexpected turn in terms of one specific case but everything
    is more than regular and logical in the context of recent developments
    in Armenia. Having resolved his problems by joining the Customs Union,
    Serzh Sargsyan moved on to release the ex-governor's son and bodyguard
    accused of murder.

    The Armenian government is authoritarian, so there are no and cannot
    be individual approaches. Serzh Sargsyan cannot release Liska's son
    and bodyguard but keep Ruben Hairapetyan's bodyguards in prison. It
    is a violation of the rule of internal justice that may shatter
    Serzh Sargsyan's intra-governmental legitimacy which has always been
    problematic in itself.

    So, it is absolutely logical that after the release of Liska's kin
    Ruben Hairapetyan's kin is the next. In the middle of this Serzh
    Sargsyan also met with the other poles of the criminal situation in
    Armenia, the ex-mayor of Gyumri Vardan Ghukasyan, thereby marking
    Ghukasyan's return to the "family".

    Hence, Serzh Sargsyan is obviously ensuring the freedom of those who
    have killed someone. In other words, Serzh Sargsyan's administration
    proclaims murder a non-prosecutable act, thereby granting a cart
    blanch for other murders.

    The case of Harsnakar will be a cornerstone. Six have been arrested
    though the victims announced that they had been assaulted by at least
    10-15 people. It means that most of them are free, and others will
    be freed soon. This means that impunity of murder remains a core
    principle of the administration.

    Earlier Serzh Sargsyan had tried to give up on this principle,
    even though his actions were superficial or cosmetic in nature. An
    attempt was made to make the system comply with public opinion,
    at least superficially.

    However, it is obvious that either Serzh Sargsyan could not imagine
    that superficial steps could produce a tangible effect for his
    government only if they got a deep continuation or he was not
    ready for deepening so he decided not to test his government and
    returned to square one - oppose the society instead of opposing the
    criminal-oligarchic sector.

    Meanwhile, the ruling system wins rather than Serzh Sargsyan. In
    the end, the target of coups was not Serzh Sargsyan but the probable
    continuation of anti-system actions, whether intended or not. It is
    the ruling system, not Serzh Sargsyan that celebrates re-establishment
    of intra-administration legitimacy of murders.

    And all that is left to Serzh Sargsyan is responsibility of murders
    committed by not only his but also previous administrations.

    Therefore, the different poles of the system address the issue of
    intactness of general principles and essence, which arose due to a
    series of decisions over the past three or four years. They are also
    clearing themselves.

    In fact, Serzh Sargsyan approves the formula "trash for power" which
    has always been a safeguard of "net victory" to the ruling system.
