ZHOGHOVURD: NO ONE HAS RIGHT TO SPEAK ON BEHALF OF PEOPLE

NKR Prime Minister Ara Harutyunyan, commenting on Zori Balayan's
letter to Russian President Vladimir Putin proposing to return to
the Treaty of Gulistan under which Karabakh was part of Russia, told
Zhoghovurd's correspondent that he did not read the letter completely.
"Yet, I can say one thing: no one has the right to speak on behalf of
the people. He can only express his own view. Karabakh has already
expressed its position. Karabakh gained independence in 1991, and
any other opinion is private. We have affirmed our status through a
referendum," the NKR PM stressed.
