A member of the municipality-created commission to study bus fares
in Yerevan and discuss them in relation to the public transportation
expenses says the preliminary calculation of expenses for buses and
minibuses submitted by the city hall exceeds the one submitted before,
which means that unless the expenses are cut, raise in the bus fares
is inevitable.
In July, after a week-long civil protest against the decision to raise
the fares by 50 percent, Yerevan Mayor Taron Margaryan instructed that
a commission of experts and interested individuals who would manage
to develop all those mechanisms be set up in a few months' time,
that would allow completing the municipal decree "on reconsideration
of the intra-urban transportation fares in the city of Yerevan";
meanwhile, the mayor said, the practical application of the decree
will be suspended. The 36-member commission created last month held
its first session and studied the preliminary expenses for operating
the public transport system in the Armenian capital.
"Informed and Protected Consumer" NGO leader Babken Pipoyan told the
press on Thursday that in the previous expense budget the city hall
had put 807.190 drams ($1,993) per minibus per month equaling to 30
days, while in the current one the calculation is for 25 days per
month making the total of 1.05 million drams ($2,850) per vehicle.
Pipoyan says, according to the document, the amount covers fuel, motor
oil, technical assistance and repairs, as well as battery replacement,
taxes, dues, mandatory payments, and wear and tear.
"This time the budgeted amount of fuel is a little less than before,
considering the fact that the vehicle runs 25 days a month, instead
of the former 30, and the price per cubic liter of fuel has dropped
by around 6 drams (1.2 cents), however other expenses have been
increased," he says, adding that the figures are not final; the
commission will study and look for ways to possibly cut them.
