TER-PETROSYAN'S SPEECH WAS LIKE LECTURE, SAYS ARMENIAN EXPERT

An Armenian political engineer has described first President Levon
Ter-Petrosyan's recentspeech as a diplomacy and state-building lecture
addressed to incumbent Serzh Sargsyan.
"The former president was implicitly giving lessons to the incumbent
president on how, for example, political leaders should guide
themselves in their policies," Armen Badalyan said, commenting
on Sargsyan's recent statement in Moscow, in which the president
expressed Armenia's support to joining the Russian-led Customs Union.
The expert believes that Ter-Petrosyan was criticizing the incumbent
president for accepting the Russian leader's proposal in the way
he did (that 'he could have done that in a more respectful manner,
even though he might have been forced to).
"The first president's speech was from start to end criticism addressed
to the incumbent president. To justify his lecture, the first president
was making quotations from his experience, bringing concrete example
to make his message better reachable," he noted.
Noting that he had made a detailed and comprehensive analysis from
the speech, Badalyan added, "They do not simply reach the incumbent
president. Now, after September 3 [the day Sargsyan made the statement
after a meeting with Russian President Vladimir Putin], the first
president delivered yet another lecture. I don't know if this one
will reach its target, but even if it does, it seems to be too late."
