Despite the expectations and hopes that President Serzh Sargsyan would
declare amnesty on the September 21 independence day, the longing of
many prisoners and their families did not apparently come true.
Sources close to the ruling Republican Party of Armenia (RPA) have
reportedly told the paper that the long-awaited plan will, in all
likelihood, be realized in mid-October.
`The day is kept secret, but the presidential proposal on declaring an
amnesty will very probably be brought to parliament at the next
session. Under Article 81 of the Constitution, the National Assembly
declares amnesty upon the president's recommendation,' says the paper.
